Abstract

This paper analyzes the role of government procurement in the current functioning of international economy, in order to identify its potential as an instrument to strengthen the domestic market in Mexico.
The analysis is referred to Michael Porter’s National Competitiveness model, and based on statistics and programs implemented in various countries. In the case of Mexico, a brief description of the regulations applicable to government procurement is considered, including the scope of this matter in the texts of the free trade agreements, as well as the participation of micro, small and medium enterprises (MIPYMES) in public procurement.

Daniel César Ordóñez Bustos

Daniel Ordóñez Bustos es doctor en Economía, con experiencia laboral principalmente en el sector de las telecomunicaciones, donde ha participado tanto en el sector privado, como en dependencias gubernamentales. En materia de investigación ha escrito artículos y un par de textos, uno de los cuales resultó ganador de la 1ª Convocatoria Nacional NYCE. En el ámbito académico fue profesor de asignatura durante 14 años en el Departamento de Economía de la Universidad Iberoamericana y actualmente es profesor de la Facultad de Economía y Negocios de la Universidad Anáhuac México.
